한 때 급속한 인구 성장을 두려워한 중국은 한 자녀 정책을 도입한 적이 있습니다. 그러나 현재는 인구의 고령화를 막기 위해 두 자녀, 넘어서 세 자녀 정책을 발표했습니다. 중국의 인구 정책에 대해 이야기를 나눠보세요.

What is the ideal number of children in a family? For anyone looking to start a family, children are a huge responsibility, but this question also plagues governments in the process of developing child policies.   During the 1970s, many countries were afraid of a rapidly growing population, given their limited resources. China being one of them, the country’s government took an extreme approach and introduced the One-Child Policy in 1980, limiting couples to one child. Having another child without a permit would result in hefty fines, and sometimes women could even be coerced into an abortion or sterilization. In contrast, mothers of single-child homes were given longer maternity leaves and other incentives [1].  Although having prevented 400 million births according to the Chinese government, the One-Child Policy had repercussions [2]. Not enough young people are now entering the workforce to sustainably support healthcare costs, other expenses of the elderly, and the economy. Also, due to a cultural preference for males over females, women were more likely to abort female infants than male infants during the implementation of the One-Child Policy. As a result, China has the most skewed gender ratio in the modern world. China relaxed its policies in 2015 to allow couples to have up to two children. Despite this change, the Chinese Census reported a declining birthrate, where only 12 million babies were born in 2020 — the lowest birth rate since 1961. On May 31, 2021, its government announced the Three-Child Policy—pushing the limit to three children—to combat its rapidly aging population. With this new policy, the country hopes to stimulate the economy and improve its inverted population pyramid. However, the announcement of this policy has not been met with enthusiasm from Chinese millennials, many of whom view having children as unappealing for reasons that include but are not limited to the following:  <ul style="margin-top:0;margin-bottom:0;padding-inline-start:48px;"><li dir="ltr" style="list-style-type:disc;color:#0e101a;background-color:transparent;font-weight:400;font-style:normal;font-variant:normal;text-decoration:none;vertical-align:baseline;white-space:pre;" aria-level="1">Smaller families have become the norm in Chinese culture because of the One-Child  Policy. This standard might not change any time soon since an 0nly child would be at an advantage over a child with more siblings since parents’ resources and attention are more concentrated onto a single individual.</li><li dir="ltr" style="list-style-type:disc;color:#0e101a;background-color:transparent;font-weight:400;font-style:normal;font-variant:normal;text-decoration:none;vertical-align:baseline;white-space:pre;" aria-level="1">Many employers in China require a 9 am–9 pm, six-days-a-week work schedule, making it difficult for employees to have relationships outside of work.</li><li dir="ltr" style="list-style-type:disc;color:#0e101a;background-color:transparent;font-weight:400;font-style:normal;font-variant:normal;text-decoration:none;vertical-align:baseline;white-space:pre;" aria-level="1">The Three-Child Policy pushes some of the financial burden of childrearing onto employers, requiring them to pay for their workers’ maternity or paternity leave. Thus, firms might be discouraged from hiring women and married couples.</li><li dir="ltr" style="list-style-type:disc;color:#0e101a;background-color:transparent;font-weight:400;font-style:normal;font-variant:normal;text-decoration:none;vertical-align:baseline;white-space:pre;" aria-level="1">Providing potential children with the best education and standard of living may be difficult because of the unaffordable cost of living; A lack of childcare systems exacerbates the situation. </li></ul> In light of these reasons, China has promised to help families with the rising cost of education and child care, but they have yet to specify specific methods for doing so. Skeptics of the new change in policies argue that more monetary incentives and other substantial [3] benefits are needed to impact birth rate meaningfully.

한 가정에 이상적인 자녀 수는 몇 명일까요? 가정을 꾸리려고 하는 사람들 누구에게나 자녀는 엄청난 책임의 대상입니다. 하지만 이러한 질문은 자녀 관련 정책을 만드는 정부를 괴롭히기도 합니다. 1970년대에 많은 나라들이 자원이 한정된 상황에서 인구가 급속히 증가하는 것을 두려워했습니다. 그 중 하나였던 중국 정부는 극단적인 접근법을 시도하여 1980년에 부부당 한 자녀로 제한하는 한 자녀 정책을 도입했습니다. 허가 없이 또 다른 아이를 갖게 되면 엄청난 벌금을 물어야 하고, 때로는 여성들이 강제로 낙태나 불임시술까지 받게 될 수도 있었습니다. 이와는 대조적으로, 한 자녀 가정의 엄마들은 육아 휴직도 더 오래 쓸 수 있었고 다른 인센티브도 제공받았습니다.  중국 정부에 따르면 이 정책은 4억명 인구의 출산을 막았지만, 한 자녀 정책은 예기치 못한 반향을 가져왔습니다. 노동시장에 진출하여 지속적으로 고령층의 의료보험 비용이나 다른 부양 비용을 부담하고 경제를 뒷받침 할 젊은 층이 모자라게 된 것입니다. 게다가, 남아선호 문화 때문에 여성들은 한 자녀 정책이 시행되는 동안 남아보다 여아를 낙태할 가능성이 더 많았습니다. 결과적으로 중국은 현 시대에 가장 왜곡된 남녀 성비율을 가지고 있습니다.  중국은 2015년에 관련 정책을 완화하여 부부당 두 자녀까지 가질 수 있도록 했습니다. 이런 변화에도 불구하고 출산율은 지속 감소해서, 중국인구조사에 따르면 2020년 태어난 아기가 1200만명에 불과한 것으로 나타났습니다. 이는 1961년 이래 가장 낮은 출산율을 기록한 것입니다. 2021년 5월 31일, 중국 정부는 급속히 진행되는 인구 고령화를 방지하기 위해 자녀를 세 명까지 허용하는 세 자녀 정책을 발표하였습니다. 중국은 이 새 정책이 경기를 부양시키고 거꾸로 뒤집혀 있는 인구 피라미드를 개선하기를 바라고 있습니다. 그러나, 이 세 자녀 정책의 발표는 자녀를 가지는 것을 그닥 반갑게 여기지 않는 중국 밀레니엄 세대의 호응을 많이 받지 못했는데, 그 이유를 몇개만 소개하면 다음과 같습니다 : <ul style="margin-top:0;margin-bottom:0;padding-inline-start:48px;"><li dir="ltr" style="list-style-type:disc;color:#000000;background-color:transparent;font-weight:400;font-style:normal;font-variant:normal;text-decoration:none;vertical-align:baseline;white-space:pre;margin-left: 2pt;" aria-level="1">한 자녀 정책으로 중국 문화의 가족 표준은 소가족 형태로 자리잡았습니다. 이런 기준은 외동 아이가 형제 자매를 가진 아이보다 부모의 재원과 관심을 집중적으로 받는 데 유리한 위치를 차지할 수 있다는 이점 때문에 쉽게 바뀌지는 않을 것으로 예상됩니다. </li><li dir="ltr" style="list-style-type:disc;color:#000000;background-color:transparent;font-weight:400;font-style:normal;font-variant:normal;text-decoration:none;vertical-align:baseline;white-space:pre;margin-left: 2pt;" aria-level="1">중국의 많은 고용주들이 오전 9시 출근, 오후 9시 퇴근과 주 6일 근무를 요구하고 있어서 고용인들이 일을 벗어나 개인적인 삶을 갖는 것이 어렵습니다. </li><li dir="ltr" style="list-style-type:disc;color:#000000;background-color:transparent;font-weight:400;font-style:normal;font-variant:normal;text-decoration:none;vertical-align:baseline;white-space:pre;margin-left: 2pt;" aria-level="1">세 자녀 정책은 고용주가 직원들에게 유급 출산휴가를 제공하도록 하여 고용주에게 육아의 재정적인 부담을 주고 있습니다. 그래서 회사는 아마도 여성이나 결혼한 부부의 고용을 기피하려고 할 것입니다.</li><li dir="ltr" style="list-style-type:disc;color:#000000;background-color:transparent;font-weight:400;font-style:normal;font-variant:normal;text-decoration:none;vertical-align:baseline;white-space:pre;margin-left: 2pt;" aria-level="1">생활비가 감당할 수 없을 정도로 많이 들기 때문에 미래의 자녀들에게 최상의 교육과 삶의 수준을 제공하기는 어려울 것입니다. 부족한 육아제도는 이러한 상황을 악화시키고 있지요.</li></ul> 이러한 이유들을 고려하여, 중국은 교육과 육아에 드는 비용을 각 가정에 지원하겠다고 약속했습니다. 그러나 이를 위한 구체적인 방법은 아직 명시하지 않고 있습니다. 새로운 정책 변화에 대해 회의적인 사람들은 출산율에 유효한 영향을 끼치기 위해서는 더 많은 금전적인 인센티브와 실질적인 혜택이 필요하다고 주장하고 있습니다.
