Be it for an important project, assignment, or deadline, we’ve all pulled an all-nighter [1] at some point in our lives. Staying up late to finish work once in a while is not a problem for most people — especially if it’s at the tail end of a long semester, or the last day before a long vacation, after which we can kick up our heels [2] for a while and relax. However, for many workers, overtime is not the exception but the norm. In many organizations worldwide, employees stay in the office past standard working hours to get more work done.Why overtime?There is no simple answer to why people work overtime. Maybe achieving a bit more each day helps an employee achieve their promotion. Perhaps a manager doesn’t want to overwork their team and instead finishes tasks themselves. Yet, in many organizations, working overtime has become the default expectation. After all, the idea of a management consultant or medical professional having a work-life balance seems like an oxymoron [3]. Now, one might argue that working two additional hours per day is not a big deal as long as there is some sort of compensation for it. But why stop at two hours? Why not four? As the F.I.R.E. (Financial Independence, Retire Early) movement enjoys increasing popularity among young people, working a total of 60 or more hours per week is becoming normal for many. Legal limits in many countries make it difficult for some workers to exceed 60 hours per week for extended periods of time, but should businesses even encourage such extreme working hours in the first place?Economists interested in the relationship between working hours and productivity have long been investigating this question. And, as most people can probably confirm from personal experience, productivity tends to decline once they get tired. Stanford’s John Pencavel found in a 2019 study across different industries in the US that work productivity reached its peak between 35 and 40 hours per week, falling dramatically at 50 hours per week. In a European study for the German Institute of Labour Economics with call center workers, Marion Collewet and Jan Sauermann found that the agents would take significantly longer on average to complete customer calls when exceeding regular working hours. These studies suggest that it is not only in the employees’ interest but in employers’ as well to avoid working overtime. In other words, it might be more efficient to hire five workers for 40 hours than four workers for 50 hours. Work smarter, not harderWorking overtime is deeply ingrained [4] into many cultures. While policymakers have pushed for stricter regulations of overtime work, many businesses rely on having some flexibility for overtime. However, some countries have adopted stricter approaches — for instance, Iceland has implemented a four-day and 35-hour workweek as law in 2015 and has reported better outcomes for employees and businesses alike. Since such changes entail a rather radical transformation on a societal and cultural level, it could be difficult for some countries to come by. On the other hand, creating an environment where working overtime becomes the exception instead of the norm would be easier — and could encourage businesses to create more productive and efficient systems. After all, there might be some truth to the old adage “work smarter, not harder.”

중요한 프로젝트나 과제 혹은 마감 시한 때문에 우리는 모두 살아가면서 한번쯤 밤을 새워본 적이 있습니다. 일을 끝마치려고 어쩌다가 늦게까지 자지 않는 것은 대부분 사람들에게 별 문제가 되지 않습니다. 특히 학기의 막바지나 긴 휴가가 시작되기 바로 전날이라면 그 이후에 잠시동안 두 발 뻗고 편히 휴식을 취할 수 있으니 말이지요. 그러나 많은 근로자들에게 초과근무는 예외가 아니라 일상이 되었습니다. 전세계 많은 조직의 고용인들은 더 많은 일을 처리하기 위해 기본 근무시간을 넘어서도 사무실에 남아 있습니다. 왜 초과근무를 할까요?사람들이 왜 초과근무를 하는지에 대한 간단한 답은 없습니다. 매일 조금씩 더 일을 많이 하면 승진에 도움이 될지도 모릅니다. 어떤 관리자는 팀원들이 초과근무 하는 것을 원치 않아서, 본인이 그 일을 끝내려고 일을 많이 할 수도 있습니다. 하지만 많은 조직에서 초과근무는 당연한 것이 되어버렸습니다. 결국 현대 사회에서 경영 컨설턴트나 의료 전문인이 일과 삶의 균형을 맞추어 산다는 것은 앞뒤가 맞지 않는 모순처럼 들립니다. 	누군가는 매일 두 시간을 추가로 일하는 것은 그에 대한 일종의 보상만 따른다면 큰 문제가 아니라고 주장할지 모릅니다. 그렇다면 왜 두 시간에서 멈추나요? 네 시간은 왜 안되죠? 일찍 재정적인 독립을 이루고 젊을 때 은퇴하기(F.I.R.E.) 운동이 젊은이들 사이에 인기를 얻고 있는 가운데, 주당 60시간 이상 일하는 것이 많은 사람들에게 일상적인 것이 되었습니다. 많은 나라들은 법을 만들어 일부 근로자들이 장기간 주 60시간을 초과해서 일하지 못하게 제한하고 있습니다. 하지만 애초에 회사들은 그렇게 과도하게 근무하도록 장려하면 안되는 것이 아닐까요?근무시간과 생산성 사이의 관계에 관심이 있는 경제학자들은 이러한 문제에 대해 오랫동안 연구해오고 있습니다. 그리고 대부분의 사람들이 자신의 경험에 비추어 장담할 수 있듯이, 사람들이 일단 피곤해지면 생산성은 떨어지는 경향이 있습니다. 스탠포드대학교의 존 펜카블 교수는 2019년 미국 전역의 여러 산업분야를 조사해 발표한 연구에서 노동 생산성은 주당 35-40시간 일할 때 가장 높이 나타나고 주 50시간일 때 급격히 하락한다는 사실을 밝혀냈습니다. 독일 노동경제학 연구소가 주관한 한 유럽의 연구에서 마리옹 콜르웨와 얀 사우어만은 콜센터 직원들이 정규 근무시간을 초과하면 고객의 전화 한 통을 처리하는 데 걸리는 평균 시간이 훨씬 더 길어진다는 것을 알아냈습니다. 이러한 연구들은 시간외 근무를 피하는 것이 고용인들 뿐만 아니라 고용주들한테도 도움이 된다는 것을 나타냅니다. 다시 말해서 50시간 근무를 위해 4명을 고용하는 것보다 40시간 근무에 5명의 직원을 고용하는 것이 더 효율적일 수 있다는 말입니다.  열심히가 아니라 현명하게 일하라시간외 근무를 하는 것은 여러 문화에 깊이 뿌리박혀 있습니다. 정책입안자들이 시간외 근무에 대해 더 엄격한 규제를 추진해 왔지만, 많은 비즈니스들은 이를 운영하는데 약간의 유연성을 적용합니다. 하지만 어떤 국가에서는 더 엄격한 방침을 채택하기도 하는데, 예를 들어 아이슬랜드는 2015년에 주 4일 35시간 노동을 법으로 정해서 시행하여 고용인들과 기업 양측 모두에게 더 좋은 결과를 가져왔다고 발표한 바 있습니다. 이러한 변화들은 사회적, 문화적 차원에서 상당히 급격한 변혁을 수반하기 때문에 일부 국가에서는 실행하기 어려운 정책일 것입니다. 그에 반해, 시간외 근무가 일상이 아니라 예외가 되는 환경을 만드는 것은 좀 더 용이할 것이고, 기업이 보다 생산적이고 효율적인 시스템을 만들도록 하는데 도움이 될 수 있습니다. 결국 “열심히 일하지 말고 현명하게 일해라”는 옛 격언은 어느 정도 사실일 수 있다는 것입니다.
