We went on a field trip to a local landfill. Looking at the glut of trash, I’d have to say, I felt disgusted by how much waste we produce. 

So many people are applying to law school. The glut of people with a freshly minted JD degree will saturate the market in a couple of years. 

Only a super computer can calculate this– ordinary laptops simply won’t cut it.

Cleaner Solar Energy

With a continuous push toward zero emissions, solar energy is becoming increasingly important. Reporting a 23% growth in new solar installations in 2020, the International Energy Agency (IEA) says solar energy “will continue to break records.”  Sustaining the solar boom are the many solar panels that cover the land and our rooftops. These panels, though, don’t last forever. Belying the phrase “clean energy,” after 25 years of converting sunlight to electricity, they become unwieldy electronic waste. The IEA projects that 7.8 million metric tons of solar panels will have reached the end of their life by 2050. This estimate doesn’t account for early replacement: the panels that are decommissioned before they turn 25 years old. New innovations are encouraging customers to replace existing solar panels for better models. And with early replacement factored in, 315,000 metric tons of e-waste will have been generated by 2050 according to Harvard Business Review. The solar e-waste glut [1] is coming.  To state the obvious, solar panel waste doesn’t dissolve easily and harmlessly like fallen leaves. These panels are basically an electronic sandwich: crystalline silicon cells are insulated on both sides with sheets of glass and polymers. Attached to the back of the panel is a junction box of copper wiring that transfers electricity as it’s being generated. Moreover, when solar panels enter landfills, the toxic materials they contain like lead can leak out and wreak environmental havoc.  Unfortunately, our system is woefully unprepared to handle the e-trash wave to come. Not only is recycling not mandated except in some European countries, but typical recycling methods simply won’t cut it [2]. Standard facilities treat e-waste crudely; they recover aluminum and copper from the panel’s junction box and frame and then shred the rest, creating impure, crushed glass. From a 60-cell panel, recyclers can recover $3 worth of materials, while the cost of recycling including transportation amounts to somewhere between $12 and $25. Dumping a panel in a landfill? It’ll cost you a buck.  In fact, there has never been a strong financial incentive to invest in recycling; at the same time, solar panels contain high amounts of cheap materials like glass and small amounts of high-value components– namely the silver and silicon. By extension, the long lifespan of solar panels has naturally discouraged the development of a circular model.  Thus, solar panel recycling solutions ought to be improved and supported by polities to ensure their widespread adoption. Finding technology to efficiently separate and purify valuable materials such as silicon and silver is a sensible approach. Some photovoltaic (PV) recyclers are already trying to do this. Veolia, a company that runs a commercial-scale PV recycling facility in France, grinds up solar panels and uses optical technology to recover low-purity silicon from the crushed resultant glass mixture. The company initially used other processes to recover silicon, but having introduced new equipment, it improved the efficiency of this recapture process. But developing an optimal circular model is a long shot. In a review paper published in July 2020, a team of <a href="https://www.nature.com/articles/s41560-020-0645-2" style="text-decoration:none;"><span style="color:#000000;background-color:transparent;font-weight:400;font-style:normal;font-variant:normal;text-decoration:underline;-webkit-text-decoration-skip:none;text-decoration-skip-ink:none;vertical-align:baseline;white-space:pre;white-space:pre-wrap;">researchers called for the development of</a> a new method that will allow for the recovery of all minerals and metals from solar panels at high purity to ensure the sustainability and economic viability of PV recycling.  In addition to technological improvements, the solar recycling industry will need policy support to grow. Under the 2012 revision of the European Union waste legislation, producers of solar panels became responsible for collecting and recycling the modules. In the US, however, recycling is not mandatory– and only about 10% of modules are recycled. Awareness of the dark side of solar energy should spread for regulatory changes to happen. Sam Vanderhoof, the CEO of Recycle PV Solar, told Wired, “We need to face the fact that solar panels do fail over time, and there’s a lot of them out there.”

IEA는 2050년까지 무려 780만 톤에 이르는 집열판들이 그 수명을 다하게 될 것이라고 예상하고 있습니다. 이 예상 수치는 25년이 되기 전에 미리 교체되는 집열판은 합산하지 않은 것입니다. 새로운 혁신적인 기술이 나오면 소비자들은 지금의 집열판들을 더 나은 것들로 교체하고자 합니다. 하버드 비즈니스 리뷰는 이러한 조기 교체를 고려하면 2050년까지 31만 5천 톤의 전자 쓰레기가 발생할 것이라고 합니다. 태양 전지판 폐기물이 쏟아져 나올 날이 다가오고 있습니다. 당연한 말이지만 태양 전지판 쓰레기는 낙엽처럼 쉽게 그리고 무해하게 사라지지 않습니다. 이 전지판은 기본적으로 전자 샌드위치입니다. 즉 실리콘으로 된 셀들이 유리판과 폴리머판들 사이에 양쪽으로 절연되어 있는 형태입니다. 전지판 뒷면에는 구리 배선의 연결 박스가 부착되어 있어 생산된 전기를 흘려보냅니다. 또한 태양 전지판이 쓰레지로 매립되면 납과 같은 독성 물질이 새어나와 환경에 큰 피해를 줄 수 있습니다.  불행하게도 우리는 무더기로 버려질 이 전자 폐기물을 감당할 준비가 전혀 되어 있지 않습니다. 일부 유럽 국가를 제외하고는 재활용이 의무화되어 있지 않을 뿐만 아니라 일반적인 재활용 방법으로는 태양열 전지판 쓰레기를 처리하기에 역부족입니다. 일반 재활용시설에서는 전자 쓰레기를 대충 기본적인 방식으로 처리할 뿐입니다. 즉 집열판의 연결 박스와 프레임에서 알루미늄과 구리를 회수한 다음 나머지는 파쇄하여 여러 불순물이 섞인 유리조각 더미로 만듭니다. 60개의 셀이 있는 전지판 하나를 재활용할 때 3달러어치의 재료를 회수할 수 있는 반면, 운송비를 포함한 재활용 비용은 12-25달러 정도가 듭니다. 전지판을 그냥 쓰레기 매립지에 버리는 데는 돈이 거의 들지 않습니다.   사실 재활용 분야가 금전적으로 투자할만한 매력이 있었던 적은 단 한 번도 없습니다. 게다가 태양 전지판에는 유리처럼 값싼 재료가 다량 포함되어 있을 뿐 고부가가치 원료인 은과 실리콘은 아주 소량입니다. 또한 태양 전지판의 긴 수명을 생각하면 제품의 사용, 회수, 재판매로 연결되는 순환식 사업모델이 개발되기는 어렵습니다.  그러므로 태양 전지판 재활용 방책이 널리 채택되려면 정부에 의해 개선되고 지원되어야 합니다. 실리콘이나 은과 같은 가치있는 자원들을 효율적으로 분리하여 정제할 수 있는 기술을 찾는 것이 합리적인 접근방법일 것입니다. 일부 태양광(PV) 재활용 회사들은 이미 이를 위해 노력하고 있습니다. 프랑스에서 상업적인 규모의 PV 재활용 시설을 운영하는 회사인 "베올리아"는 태양 전지판을 가루로 간 다음 광학 기술을 사용하여 부서진 유리 혼합물로부터 저순도의 실리콘을 회수합니다. 이 회사는 초반엔 다른 공정방법을 사용하여 실리콘을 회수했었지만 새 장비를 도입한 후 이 회수 과정의 효율성을 향상시킬 수 있었습니다. 하지만 최고의 방법인 "순환식 모델"을 구축할 수 있을 가능성은 현재로는 희박합니다. 2020년 7월에 발표된 리뷰 논문에서, 연구진은 PV 재활용의 지속성과 경제성을 보장하기 위해서, 태양광 전지판 내의 모든 광물과 금속을 높은 순도로 회수할 수 있는 신기술의 개발을 촉구한 바 있습니다. 기술 향상 외에도 태양전지판 재활용 산업이 성장하기 위해서는 정책적 뒷받침이 필요합니다. 2012년 유럽 연합의 폐기물 법 개정에 따라 태양 전지판 생산자들은 의무적으로 집전판을 회수하고 재활용해야 합니다. 그러나 미국에서는 재활용이 의무 사항이 아니며 재활용률은 약 10퍼센트에 머물고 있습니다. 태양 에너지의 어두운 현주소에 대한 인식이 확산되어야 규제상의 변화가 일어날 수 있습니다.
