Rapid & Elegant GrowthTikTok, a video-sharing startup by the Chinese company ByteDance has grown in a remarkably short period of time. Having originally been launched in September 2016, the service allows users to create and upload short videos ranging from 15 seconds to 1 minute in length. It is known primarily for its shorter videos, featuring dance, comedy, and other creative expressions alongside popular music.  In November of 2017, it acquired Musical.ly, a video production app for about 1 trillion won. TikTok then added lip-syncing features to the platform, and teenagers and young adults around the world started to make and upload videos of themselves lip-syncing famous songs. These videos were shared widely, leading to exponential growth. A good number of ordinary users have become internet sensations due to their videos going viral.  The startup raked [1] in 100 million subscribers in China a mere one year after its launch; it reached 700 million monthly users in just four years. These rates of increase are similar to that of YouTube and Facebook. As of February 2021, TikTok has over 1.1 billion active users who each use the app for an average of 52 minutes per day. Instagram and Youtube users use those apps for 53 minutes and 40 minutes respectively.  Indeed, more than 55% of TikTok users actively upload videos to the platform. YouTube, on the other hand, sees most of its users only watching, instead of creating or uploading content. Tiktok users are far more engaged with the service, in line with its motto—“TikTok enables everyone to be a creator.” TikTok has become a “platform to express oneself” for young people who prefer to contribute content to the community instead of simply browsing. TikTok's rapid growth also generated about 7 trillion won in sales in the first quarter of 2020, surpassing the annual sales of Naver, Korea's largest web portal. The market value of TikTok is estimated at more than 100 trillion won, twice more than that of the world's largest rideshare company Uber. With TikTok alone, ByteDance has managed to achieve a market value outperforming 100 unicorn companies combined. Celebrities around the world favored TikTok as their means of promotion; the global boy band BTS released the title track of their fourth full-length album through TikTok. It achieved 100 million views in a mere 60 hours.  Criticisms RemainAlongside TikTok’s growth, there have been numerous criticisms. Most notably, there have been accusations of the app leaking personal user information to the Chinese government. In August of 2020, The Trump administration claimed that ByteDance, being a Chinese company, posed a national security threat, issuing an executive order that would, in effect, ban the use of TikTok in the US. These orders have since been revoked by Biden in June of 2021.  Missouri Republican senator Josh Hawley proposed a bill in 2020 banning federal employees from using TikTok, noting, “it is suspected that TikTok shares data with the Chinese government.” Although it was not voted on in the house, the bill has been reintroduced in 2021. The U.S. Army, Navy, and Air Force are also restricting enlisted personnel from using TikTok for security reasons. Asian countries also are restricting use of TikTok, following rising concerns regarding the company’s personal information processing policies. In spite of these restrictions, it’s worth keeping in mind that companies like Google and Facebook have always collected similar details of user information. Some critics assert that the controversy associated with TikTok is more a political strategy to keep rapidly growing IT companies out of China. Censorship in PracticeHowever, TikTok likely does face content censorship from the Chinese government, which has indeed been criticized by netizens worldwide. As an example, during the US election, users were able to easily access election-related content but were unable to find similar content regarding protests in Hong Kong.  The Guardian, a media outlet in the UK known for its liberal voice, said it obtained information on TikTok's internal guidelines in September 2019 that noted, “TikTok is imposing censorship over videos on Tiananmen Square, the independence of Tibet, and Falun Gong, the banned religious organization.” Boycotting ChinaThere have been recent reports of deadly military skirmishes along the border between China and India. The Indian military is supposed to have suffered greater casualties than the Chinese military. The border conflict has grown into a “Boycott China” movement in India. Movements surrounding the deletion of TikTok and other Chinese apps stemming [2] from the conflicts are growing in India. Bytedance, the company that owns TikTok, is trying its best to convince Indian customers to stay. It has released statements that TikTok is neither censored nor monitored by the Chinese government and that TikTok’s servers are located in Singapore. Such a response reflects the importance of the Indian market to TikTok, as 30% of its users are Indians. Losing Indian users has the potential to cost TikTok at least 5 billion dollars, which would severely hamper its prospects for growth. As previously noted, and as of August 2021, the Biden administration has revoked the Trump administration’s executive order banning TikTok wholly. However, the Biden administration’s actions mean that TikTok continues to be carefully scrutinized and will be subject to careful review by the US commerce department. While TikTok’s massive growth has been unprecedented, its future, at least in the United States, continues to hang in the balance.

빠르고 순조로운 성장중국 회사 바이트댄스가 시작한 동영상 공유 앱 틱톡은 짧은 기간 내에 놀랍게 성장했습니다. 2016년 9월에 첫선을 보인 이 서비스는 사용자들이 15초~1분 길이의 짧은 영상을 만들어 업로드할 수 있는 플랫폼입니다. 초기에는 춤이나 코미디, 유행하는 음악과 함께 직접 만든 짧은 동영상 등이 주로 올라왔습니다.  2017년 11월 틱톡이 동영상 제작 앱 뮤지컬리를 약 1조 원에 인수한 후 거기에 립싱크 기능을 추가하자, 전세계의 10~20대들은 너도나도 유명한 노래의 립싱크 영상을 만들어 올리기 시작했습니다. 이런 영상들이 널리 공유되면서 틱톡은 기하급수적으로 성장합니다. 자기 영상이 순식간에 널리 퍼지면서 인터넷의 벼락 스타가 되는 일반인들도 많습니다.  틱톡은 출시 후 1년 만에 중국에서만 가입자 1억 명을 돌파했고 4년 만에 월간 이용자 수가 7억 명에 도달했습니다. 이런 증가세는 유튜브나 페이스북에 상당하는 수준입니다. 2021년 2월 기준 틱톡 사용자는 11억이 넘으며 이들의 하루 평균 틱톡 사용시간은 52분입니다. 참고로 인스타그램 사용자의 하루 평균 사용시간은 53분, 유튜브의 경우는 40분입니다.  실제로 틱톡 사용자의 55% 이상은 직접 비디오를 만들어 업로드한 경험이 있는 반면 유튜브 사용자들은 대부분 비디오를 올리기보다는 보기만 합니다. 틱톡 사용자들이 더 적극적으로 서비스를 이용하고 참여하는 것은 ‘틱톡에서는 누구나 크리에이터”라는 회사의 모토와도 부합합니다. 틱톡은 컨텐츠를 소비만 하는 것보다는 직접 만들어내는 데 기여하기를 좋아하는 젊은이들에게 “나를 표현하는 플랫폼”으로 자리매김했습니다.  틱톡의 빠른 성장은 재무적 성과로도 이어져, 2020년 1사분기 매출이 약 7조 원에 달하면서 한국 최대의 웹 포탈인 네이버의 연간 매출을 뛰어넘었습니다. 또한 틱톡의 시장가치는 전세계 최대 승차공유 업체인 우버의 2배에 달하는 100조 원이 넘는 것으로 평가받고 있습니다. 틱톡 하나만으로 바이트댄스는 유니콘 기업 100개를 합한 것 이상의 가치를 가지고 있습니다. (유니콘 기업이란 10억 달러 이상의 규모를 가진 혁신적인 스타트업을 일컫는 말입니다) 전세계 유명인들은 틱톡을 자신들의 홍보 수단으로 애용하고 있습니다. 세계적 보이그룹 BTS 는 정규 4집 앨범 타이틀곡을 틱톡을 통해 최초 공개했고 단 60시간 만에 조회수는 1억뷰에 달했습니다.  비판의 목소리틱톡은 성장과 함께 많은 비판과 논란의 대상이 되고 있습니다. 가장 두드러지는 것은 틱톡이 사용자의 개인 정보를 중국정부에 유출했다는 논란입니다. 2020년 8월 트럼프 행정부는 바이트댄스가 중국회사이기 때문에 국가 안보에 위협이 되고 있다고 주장하면서 미국내에서 틱톡의 사용을 금지하는 행정명령을 내려 즉시 시행했습니다. 이 명령은 그 이후 2021년 6월 바이든 정부에 의해 철회되었습니다.  2020년 미주리주 공화당 상원의원 조시 홀리는“틱톡이 중국정부와 정보를 공유하는 것으로 의심된다”며 연방정부 직원들의 틱톡 사용을 금지하는 법안을 제안했습니다. 이 법안은 하원에서 표결에 부쳐지지 않았지만, 2021년에 다시 상정되었습니다. 미국 육해공군은 안보상의 이유로 장병들의 틱톡 사용을 규제하고 있습니다.  아시아 주요 국가들도 틱톡의 개인정보 처리지침에 관한 우려가 증가함에 따라 틱톡의 사용을 제한하고 있습니다. 그러나 구글이나 페이스북과 같은 회사들도 이와 마찬가지로 상세한 사용자 정보를 수집한다는 점을 주목해야 할 필요가 있습니다. 일부 비판자들은 틱톡과 연관된 이러한 논란은 빠르게 성장하는 중국의 정보기술 회사들을 견제하기 위한 정치적 전략이라고 단언합니다.    검열의 현실하지만 틱톡의 컨텐츠는 중국정부의 검열을 받고 있을 가능성이 많으며 이는 전세계 네티즌들의 비난을 사고 있습니다. 단적인 예를 보면 미국의 선거 기간 중 틱톡 사용자들은 이 선거와 관련된 내용들은 쉽게 찾아볼 수 있었지만 홍콩 시위에 대한 비디오는 전혀 찾을 수가 없었습니다.  자유주의 성향의 영국 언론매체 “가디언”은 틱톡의 2019년 9월자 내부 규정에 대한 정보를 입수했다고 발표했는데, 이에 따르면 “틱톡이 천안문 광장, 티벳의 독립, 금지된 종교 단체인 파룬궁에 대한 비디오를 검열하고 있습니다.” 중국 보이코트 운동최근 중국과 인도 사이의 국경에서 군인들 간의 충돌로 인해 수십 명이 사망하는 사건이 발생했다는 보도가 있었습니다. 이 과정에서 인도군 사상자가 중국군보다 훨씬 더 많았다고 합니다. 이 충돌사건은 인도 내에서 “중국 보이코드 운동”을 일으키고 있으며 이에 따라 틱톡을 포함 중국 앱을 삭제하는 운동은 계속 증가하고 있습니다.  틱톡을 소유하고 있는 바이트댄스는 인도 고객들의 이탈을 막기 위해 총력전을 벌이고 있습니다. 틱톡은 자기들은 중국정부의 감시나 검열의 대상이 아니며 틱톡의 서버는 싱가포르에 있다는 내용의 성명을 발표했습니다. 이러한 적극적인 틱톡의 대응은 인도 시장의 중요성을 반영하고 있는데 바로 틱톡 사용자의 30%가 인도인이기 때문입니다. 따라서 인도 시장을 잃으면 틱톡은 최소 50억 달러의 손실을 입을 수 있으며 이는 틱톡의 성장에 심각한 타격을 줄 수 있습니다. 앞서 언급했듯이 2021년 8월 바이든 정부는 틱톡을 금지한 트럼프 정부의 행정명령을 완전 철회했습니다. 하지만 바이든 정부 역시 틱톡을 요주의해서 살피고 있고 틱톡은 계속해서 미상무부의 철저한 검토 대상이 될 것입니다. 틱톡은 전례없는 폭발적인 성장을 이룩했지만 그 미래는 특히 미국에서의 미래는 아직 불투명한 상태에 놓여 있습니다.
