기본소득의 개괄적이고 유연한 정의는, 비록 여러 다른 맥락에서 구별되는 정책을 말하기는 하지만, 정기적으로 조건없이 시민들에게 지급되는 돈을 뜻합니다. 정부로부터 받을 수 있는 기본소득에 대해 이야기를 나눠보세요.

Imagine you could make found sculptures or study cricket matches all day without having to worry about paying your rent. Alternatively, what if, as a single parent, you could financially support your children by working part-time? And the reason is you get paychecks from the government.  These scenarios delve into the notion of Universal Basic Income (UBI), an idea that recently gained popularity. A broad, flexible definition of UBI is money paid regularly and unconditionally to citizens, although it refers to distinct policies in different contexts. We can trace the idea of UBI back to the English author and philosopher Thomas More. In his political satire “Utopia,” set on a fictional island, every person receives an income from the government to cover the costs of their basic needs. 18th-century activist Thomas Paine later advocated a version of this idea. In Paine’s pamphlet “Agrarian Justice,” he proposed to tax landowners to give every adult a one-off payment upon turning 21 and an annual payment after the age of 50. Paine thought all citizens should take a cut [1] of the proceeds from cultivating the earth, a common property.For some modern politicians, UBI would lift millions out of poverty. Stanford Basic Income Lab shows that, as per one observer, “lifting people up from the depths of poverty increases mental and physical health while decreasing crime … It gets the economic boot off of people’s throats, allowing them to lift their heads up, breathe, and get excited for the future.” Other than the fact that its beneficiaries would have extra cash, some unique characteristics of UBI support this potential to provide freedom.UBI is inclusive. On the contrary, means-tested benefits (conditional to one’s income or wealth) let many in need of support fall through the net [2] due to strict entitlement criteria. UBI can also increase employees’ bargaining power [3] when negotiating their salary as they will have a guaranteed income to fall back on. Another positive byproduct of UBI is allowing people to reduce their hours to find more time to fulfill unpaid responsibilities in the home: caring for children or elderly relatives.However, critics fear that a guaranteed source of income would make working less necessary, disincentivizing working or developing new skills to increase employability. Another issue concerns the cost of providing basic income; in the US, universal basic income would cost over $2 trillion annually. Even if a country could afford a UBI scheme, a sudden injection of money into the economy might result in inflation. Inflation would then raise living costs and nullify the benefits of having more money. In theory, UBI is divisive. But how has it fared in practice? The evidence we have for the efficacy of UBI is based on small-scale, short-term trials. In 2017, the Finnish government selected 2,000 unemployed citizens to receive 560 euros monthly for two years, guaranteeing that they would continue to receive the payments if they found employment during this time. While failing to make the recipients work more, the payments positively correlated to mental and physical wellbeing. The COVID-19 pandemic may have made the idea of a UBI more attractive. While governments haven’t introduced UBI in response to the pandemic, comparable measures involving no-strings-attached cash transfers have been implemented. The US Government voted to distribute economic impact payments three times from March 2020. The vast majority of US citizens, except the highest earners, were eligible for these payments. The Congressional Budget Office estimated that the first economic impact payment increased economic output by 0.6% in 2020. Is it possible that COVID-19 and its economic impact would strengthen the case for a universal basic income?
