According to a recent press release by the International Energy Agency (IEA), carbon emissions in 2021 are set to soar to the second-highest they’ve ever been in history. The leap will be second only to the massive rebound 10 years ago following the financial crisis. This announcement actually comes as a bit of a surprise [1], as a lot of media reports suggest that leaders and companies in many countries declare that they will reduce carbon emissions and they are now moving toward real change. The EU decided to spend 550 billion euros on solving the climate change issue, supporting low carbon transformation of green industries and businesses through EU investment banks. Air France received 7 billion euros in funding after promising to cut carbon emissions by more than 50% by 2024. Battery companies throughout Europe and around the world are being funded to expand their factories. Over 200 companies around the world are participating in a project called RE100, which aims to convert all power into 100% renewable energy. Apple has recruited companies in its product supply chain (e.g., Foxconn, TSMC, and SK Hynix) with zero carbon emissions. In fact, from the point of view of climate change, 2020 was a very exceptional year. Due to the spread of COVID-19, several factories had to shut down, resulting in reduced power use. The border closure reduced airplane travel and the lockdowns reduced traffic on roads. All these meant a short break from the steady increase in carbon emissions. Though we expect 2021 to experience significant increases in carbon emissions relative [2] to the past twenty years, it's still not up to those levels sustained in 2019. The reason why IEA finds this number 'very disappointing' is because coal-based power generation - the dirtiest form of power generation - is the main culprit behind the 2021 increase in emissions. While governments in many countries say that reducing carbon emissions is a policy priority, the move to primarily utilize cheap fossil fuels to bounce out of recession speaks to the difficulty of making policies to stop climate change a priority. Regardless, we hope that green recovery plans—sustainable reforms to recover prosperity after the COVID-19 pandemic—will work out fine.

EU는 기후 문제의 해결을 위해 5,500억 유로의 자금을 풀기로 했고, EU 투자은행을 통해 그린 산업과 기업의 저탄소 전환을 지원하기 시작했습니다. 에어 프랑스는 2024년까지 탄소 배출량을 50% 이상 감축하는 등 그린 항공사로의 전환을 약속한 대가로 70억 유로의 자금을 지원받기도 했습니다. 또한, 세계 각국의 자동차 및 배터리 기업들이 전기차 관련 공장 증설 등에 필요한 자금을 지원받고 있습니다.  사용하는 모든 전력을 100% 재생에너지로 충당하도록 전환하자는 RE100이라는 프로젝트에도 세계 200여 개 이상의 기업이 참여하고 있고, 애플 같은 업체는 폭스콘, TSMC, SK하이닉스 등 자사 제품의 제조 밸류체인에 속한 다른 기업들까지 탄소 배출 제로에 합류시키고 있습니다.  사실 기후변화 측면에서 볼 때, 2020년은 무척 예외적인 한 해였습니다. 코로나 확산으로 여러 공장이 셧다운되며 전력 사용이 줄고, 국경이 닫히면서 비행기 운항이 줄고, 록다운으로 자동차 운행이 줄어든 것은, 탄소 배출 측면에서는 잠시 한숨을 돌리는 한 해였다는 것을 의미합니다. 그래서, 21년은 탄소 배출량은 20년 보다 크게 늘고는 있지만, 여전히 19년 수준에는 미치지 않습니다.  다만, IEA가 이 숫자를 ‘매우 실망스럽다’고 판단하는 것은, 21년 배출량 증가의 주범이 석탄 - 가장 더러운 화석연료 – 기반의 전력 발전이라는 질적인 이슈 때문입니다. 많은 국가의 정부가 탄소 배출을 줄이는 것이 정책의 우선순위라고 말하는 와중에, 경기 침체 이후 필요한 연료는 일단 싼 화석연료로부터 얻겠다는 움직임은, 기후변화에 대항해 싸우는 것을 정책적인 우선순위로 두기가 현실적으로 얼마나 어려운지를 단적으로 보여주는 것 같습니다. 아무쪼록 ‘Green Recovery’를 위한 정책들이 힘을 발휘해 주기를 기대합니다.
